The purpose of this ordinance is to reduce energy and water consumption in existing buildings in the City of Los Angeles. The ordinance requires existing commercial and multi-family buildings to be benchmarked, audited and retro-commissioned. Annual benchmarking began in 2017 (phase 1). Audits and retro-commissioning is required beginning in 2020 and every five years thereafter (phase 2).
