The Los Angeles Existing Buildings Energy and Water Efficiency Program (EBEWE)

The Los Angeles Existing Buildings Energy and Water Efficiency Program (EBEWE) is the City of Los Angeles’ local benchmarking disclosure and performance ordinance. In effect since 2017, the goal of the law is to identify and reduce energy and water consumption in LA’s existing multifamily, commercial and industrial buildings that are 20,000 sq.ft. and above. A two-phased program, all covered buildings must undergo the following:

PHASE I

ENERGY STAR® BENCHMARKING

ANNUALLY

Every year, an ENERGY STAR benchmarking report must be submitted per building to LADBS. Using the previous year’s data, benchmarking measures your energy and water use, compares it against similar buildings and scores it’s performance on a scale of 1-100. Buildings with a score of 75 and above may be eligible for ENERGY STAR Certification.

PHASE II

AUDIT/RETRO-COMMISSIONING (A/RCx)

EVERY FIVE (5) YEARS

Every five years, a declaration of completion or exemption must be submitted per covered building, verifying that you have met the outlined performance requirements of the ordinance. Requirements and exemptions range in complexity (and cost) from:

  • ENERGY STAR Certification
  • Verified Energy and Water % Reduction
  • Implementing prescribed efficiency retrofits
  • ASHRAE Level II audit
  • Retro-commissioning

Green EconoME provides complete Phase I and II compliance services. EBEWE Phase II services begin with the benchmarking data. If we have completed the benchmarking, we automatically identify your best, least cost path to compliance and provide pricing. If we have not done your benchmarking we start with an evaluation to determine whether the data is accurate. From there, we identify your best, least cost path to compliance, provide pricing and get started! Green EconoME’s Phase II compliance services include ENERGY STAR certification, energy and water reduction verification, ASHRAE Level II energy and water audits, retro-commissioning, and efficiency retrofit implementation. Our CA licensed professionals will verify, provide the report and sign off on your EBEWE declaration of completion.

Green EconoME has completed benchmarking for over 1,700 buildings throughout California. We take care to benchmark your property accurately, not only providing valuable data to the city, but valuable insight to your stakeholders on the performance of your building(s). Once the building is benchmarked, we submit the report directly to the enforcing party and your compliance is complete. During our consultation, we review the benchmarking data, highlighting any areas of concern and opportunities for savings. Our goal for you is compliance, and reducing wasted resources, while increasing the ROI, NOI, and value of your property.
