The Los Angeles Existing Buildings Energy and Water Efficiency Program (EBEWE) is the City of Los Angeles’ local benchmarking disclosure and performance ordinance. In effect since 2017, the goal of the law is to identify and reduce energy and water consumption in LA’s existing multifamily, commercial, and industrial buildings that are 20,000 sq. ft. and above. In this two-phased program, all covered buildings must undergo the following:

PHASE I

ENERGY STAR® BENCHMARKING

ANNUALLY

Every year, an ENERGY STAR benchmarking report must be submitted per building to LADBS. Using the previous year’s data, benchmarking measures your energy and water use, compares it against similar buildings, and scores its performance on a scale of 1-100. Buildings with a score of 75 and above may be eligible for ENERGY STAR Certification.

PHASE II

AUDIT/RETRO-COMMISSIONING (A/RCx)

EVERY FIVE (5) YEARS

Every five years, a declaration of completion or exemption must be submitted per covered building, verifying that you have met the outlined performance requirements of the ordinance. Requirements and exemptions range in complexity (and cost) from:

  • ENERGY STAR Certification
  • Verified energy and water % reduction
  • Implementing prescribed efficiency retrofits
  • ASHRAE Level II audit
  • Retro-commissioning
